I’m pretty sure they’re too busy working on Halo 4 to even think of adding more stuff to Halo Reach/Anniversary. Sorry.
DLC for Anniversary and Reach is HIGHLY unlikely, with all cylinders firing towards Halo 4, I certainly wouldn’t expect it.
As for your link, it seems sketchy at best. Treat it as if it were a scam (as you should with most things on the Internet)!

That looks like a scam to me.
I wouldn’t be surprised if they contracted Certain Affinity for a final map pack and add to the Achievement score count the final bit for a full 1750, but it certainly won’t be coming from 343 directly.
