Alright, on Halo CE anniversary, there are Achievements for finding 1 Skull, half the Skulls, and all the Skulls. It also goes like this for the terminals. I have these achievements for the 1 Skull and all the Skulls, but not for half the Skulls. Again, same thing happened with the terminal achievements. I think it might be something with me not having xbox live when I first played it, but I really dont know. Any advice on how to fix this?
That’s a difficult one. On Xbox One you can force a resync via factory reset but I think the 360 works differently.
Outside of starting from scratch with no other save files on your 360/Cloud except from the new file, I don’t know what else to suggest.
Try clearing your system cache.
Also try re-finding them while connected to LIVE

I had a similar problem few years ago.
The problem occurred after I downloaded my profil to my brothers xbox and back to my own again.
I then tried to unlock the Terminal and Skull achievements but they simply did not pop up.
I contacted Microsoft and they told me they couldn’t do anything about it. I would have to try to inform the developer of the game. … didn’t work either.
_So what I did was I deleted the game and it’s savings from my Xbox and I also deleted my profile from it. (Be sure your profile is saved somewhere in the cloud before you do that).__Then I installed the game again and downloaded my profile from the cloud back to the Xbox._So and that actually worked out for me. But not all the way through! I picked up skull after skull and found terminal after terminal but due to “life” I couldn’t play the game through in one piece which is why I had to turn off my console and continue some other time. At that time I was already half way through, meaning I played until the level 343 Guilty Spark.
Well, later I did continue but I discovered that the game is doing that same crap again and it did not unlock the achievements for finding all skulls and all terminals at the end of the game.
That is when I repeated what I did before (see above) and I had to repeat all levels again hoping it will unlock everything this time. Luckily it did.
I recommend you to just try to play through the game in one piece without using save&quit nor turning off your console in between after you did the steps from above.

Sometimes the achievements can be delayed, like really bad. I was playing Battle Royale a few weeks ago and had three Gears of War 4 achievements unlock in the middle of my Battle Royale game. I hadn’t played Gears of War 4 in at least 8 months. Achievements are just weird like that. Sometimes they don’t even appear when you unlock em

I think that’s an issue on the Xbox One, though, not the 360. I mean, I’m sure it happens once in a blue moon on the 360, but I think what the OP needs to do is erase their savegame data for Halo CEA.
