I personally think Halo 3 had the best br and required most skill to play.
Halo 2 to fast pace no 1 on 1 battles.
Halo 4 same thing fast pace and to much team shooting.
But Halo 2 had the strongest br and Halo 4 has the weakest

you obviously don’t know of the rrx/double shot or rrxyyrrx/quad shot button glitch from halo 2. THIS took skills to pull off and made pros able to totally dominate lesser players.

also Halo 1 had no br. it had an OP magnum.

I guess I missed out on some of halo 2s nonsense, button combos and such aren’t skill using a gun they are intermediate knowledge of quirky game mechanics, that said I think halo 3 was tougher to hit all 3 rounds of a burst than halo 4 but it didn’t have to fight DMRs , which changes the fight entirely, takes a bit of luck/skill to outshoot DMRs at any kind of long range
