This is my take spartan ops should be.
First no 5 mini missions, its better to make it similar to the reach campaign.
Just like Spartan ops in halo 4 the story expands over weeks with one or two missions per week.
These missions take about 30 minutes to complete on heroic.
The story follows fire team crimson again but this time you play alongside customize teammates.
Team members armor and load outs can be customized except for the gender because of voice acting.
The player appears in spartan ops just like noble 6 in reach, so there will be a voice actor for both a male and female version.
Cinematics are similar to the ones in Reach and players will see there own personnel team with there combat roles.
The missions are more military like:
Capture a storm covenant corvette to get enemy intelligence. (Reach)
Assassinating a high ranking elite. (halo legends)
Stop a terrorist action.
Board a covenant ship and destroy it. (Spartan ops ch 5)
Defend a UNSC base from the storm covenant. (ODST)
(a number of these mission can be like ODST, dropping into the mission)
My last idea is fighting alongside covenant forces just like in halo 2 or Reach firefight.
But these can be some sort of elite strike team.
So you have elites but also grunts and jackals with energy shielding.
That covers most of it.
I have to disagree about what you said about voice acting. Crimson are supposed to be us so I’d be a little annoyed if my Spartan’s voice didn’t sound like me and had a different personality to what I headcanon him as having.
And I have to disagree about customized teammates. I liked Spartan Ops because of the co-operative aspect.

There is still 4 player coop
Every spot that isn’t filled will be for one of the host spartan teammates.
And maybe there can be multiple voices to choose like in firefight.

My final solution is kinect to record you’re own voice.
I’m empty after that.
I think you need more depth in your wants for Sparta Ops. It seems like your list is just a few added missions not just real improvements. Check out my list.
