Why is it so VERY rare to acquire a Phaeton in ANY Req Pack??? Hell, I can’t even get one from a Gold Req and I had plenty of them. The last time I ever gotten a Phaeton from a Req was back when I actually started playing Halo 5 (a long time ago) and ever since then I NEVER had acquired one since.

I feel your pain… in my entire req/xp grind… I’ve only gotten 11 total reqs… i need to finish my phaeton spartan kills… makes it kind of tough, especially when you’re not that good (like me)… so I definitely feel and live this…
I do completely agree on your point that the Phaeton is a bit too rare. Out of 73 Gold Packs opened, I have only obtained 1 Phaeton and 1 Phaeton Helios which indicates that the drop rate is far lower than preferable.
I can’t even get a Legendary in a Gold Pack, I’ve 100% My Req Pool since 2016

Legendary none permanent cards definitely possible to unlock from Gold Packs. I have got in average 1.2 Legendary items per opened Gold Pack. This is based on data collected from 74 different Gold packs.
The number of Legendary items in each main req card category was the following.
- Total: 90 - Power Weapons: 39 - Vehicles: 39 - Powerups: 4 - Arena Boosts: 3 - Warzone Boosts: 5
