Well, given when it plays during the Campaign, it’s likely referring to the fact that Fireteam Osiris are essentially the only humans still alive on Meridian. All your allies die when the space elevator’s ebrake activates, and it’s implied that there’s no one left on Meridian besides Evelyn, so it could be referencing the fact that with Osiris’ exit from Meridian, all the mining and deglassing operations are being run by a quite literal “skeleton crew.”
