I hope 343 doesn’t screw up Halo 5 like they did with H4.
The next game of a series ALWAYS starts after one is finished. It will still be another 2-3 years before 5 comes out.

After a game ships they don’t just stop working and get paid for doing nothing.

They have probably had Halo 5 in the works for a while as far as the story, concept art, and probably some early in game models/textures.
