I pre-ordered the $99.99 version of Halo 5: Guardians from the Xbox store, and haven’t received any of my packs to this day. I’m at level 78 at the time of this post, and I’d like to get my packs finally, I did pay for them after all. I’d like to note that I do understand they’re meant to unlock weekly.
Go the the game on the Xbox One under games and apps. Check under management to make sure the Warezone REQ pack DLC install correctly or try to reinstall it.
This worked for a buddy of mine, so I hope it works for you.
Un fortunately I have tried that. I can see its installed, and when I’m in game it tells me I already own the bundle.
UPDATE: Nothing has been fixed yet, am about to hit level 100. Might unlock everything on the game before I get my packs I paid for. Considering demanding a refund.
Same thing here! We need to get these posts looked at so 343 takes it more seriously, there doesn’t seem to be enough of us having the issue, but we are definately out there and want our req packs!!!
One thing that gets to me is that they’re showing that they feel It’s okay for them to sell more Req Bundles to people who have the possibility of having the same issue? Is this a joke to them?!

UPDATE: December 9th 2015, level 110, still have yet to receive one of my 14 owned packs I paid for in halo 5: Guardians. I have a reference number to Xbox Support chat about this issue. 1316941094
I’ve gotten the Halo 5 version of the Xbox One, which naturally came with the Warzone REQ pack. I’ve heard that you needed to sign into Halo Waypoint at least once per week to actually receive the two packs per week (which is BS because nowhere in the pack description does it say anything about Waypoint). So, four weeks after using the bundle, and signing into Waypoint for the first time in a while (on a mobile phone), I got a pack. ONE pack. I opened it via Waypoint on mobile, and after that pack, nothing.
I’ve tried signing into Waypoint on an almost daily basis (with same phone), and started Halo around three to four days after that. Two weeks later (now), I have not received any more than the one.
Makes it bad when two of the permanent unlocks were festive emblems…

Some of the players who bought the Warzone REQ Bundle and have not gotten anything after multiple weeks are upset that their REQ packs aren’t showing up. This is not working as it should be. Or perhaps it is, and we’ll start receiving our packs halfway into Summer. Either way, there’s a problem.
