you can hear that: DelRio and others want destroy Chief’s statue…but…where is that destroyed statue?
Obviously is on the trailer “The Cost”…but…Chief has saved the people of Biko! Yes, he saved them…and now…they want kill him…and he is really angry with them. So I think the speech is obviously addressed to them
“Is this what you wanted? Is this what you are looking for? Was everything you have compromised, everything you have done…worth it? Was it?”

He could have been appointed. Senators in the US used to be appointed by either the governor or legislature of a state or sometimes to fill a vacancy. I think it was the 17th Amendment that changed that. And sharing that information is the most I’ve done with my History / Political Science education. lol
He could have been appointed to that position after Halo 4 considering that even though his actions were wrong during the game, he had quite a long and impressive record with the UNSC.
