I have no idea what he is talking about, maybe he means he can buy it on XboxLive with his Gold account? Doing some basic Internet searches this was the only thing I found of interest or even close to the topic.
To let people know my game shows it’s size as 46.1GB but it only occupies about 100MB. You can test this by managing items.

Potentially was the key word in that header. If the game was completely finalized and gone gold, 343i would’ve announced it by now. Not saying it wont happen soon, but that doesnt change the fact OP is trying to push info without backing it up with a real source.
