Everything goes well except when I create a custom match and press start there is a message that I lost the connection to my local network. So I checked my Antivirus and I says that it blocked halo5forge (UDP;outward) and the Port keeps changing (30000-30010). So I’ve created an firewall exception but it was blocked again. Afterwards I tried to turn of my firewall and suddenly I could play without connection error. Obviously I can’t keep my firewall deactivated.
I proceed to make an programm exception but because halo5forge.exe is somewhat locked I couldn’t add it into the exception list.
Someone needs to find a way to contact Norton about this so they can roll out an update to the anti virus. I don’t think you can make an exception for Windows 10 Store Apps/Games, so Norton needs to find a way to fix this for us, but they can’t fix it unless they know about it.
Thanks for posting this. Apparently my issue is exactly the same and not sure how to get around playing without disabling the firewall. This definitely needs to be fixed.
I’m having the same problem with Norton. Soon as I disabled the Smart Firewall I could get into a forge match without a problem, otherwise it would tell me it was disconnected from my local network.
Fixed the problem by going to firewall settings in Norton and setting my network trust to full trust. You can set it back to private after you allow forge to run.

You should just consider uninstalling Norton. It will save you a ton of headaches.
I got it fixed hopefully this is can be replicated. First make sure Halo is closed.
Open Norton and go to Security tab → History - This should open a window called Security History. Click Clear List button. - Open up Halo, get to the main title screen with forge, custom games… - Go back to Security History and look for an activity with the name ‘halo5forge’ and double click the entry. This should bring up an Advanced Details window. - In the new window, click View Rule under Actions and this should bring up a Settings panel with the halo5forge.exe listed. - Change the access to Allow instead of Auto and hopefully it’ll work.

However I didn’t clear the Security History List, I just opened up Halo and went to the main menu, then I looked in the Security History in Norton and refreshed it, then double clicked the “halo5forge” entry at the top, then clicked “View rules”, then changed the access to “Allow”.
