Halo 5 Download Stuck Queue

Okay so I purchased the digital copy of the game around 8 hours ago. I began to download and it went fairly fast until it got to 21% and then it started switching constantly between being “queued” and installing, but it would not budge from 21%.

I called Microsoft and went through all their troubleshooting processes and nothing fixed it. I did a hard reset, did a factory reset, reset my account information, unplugged all chords, unplugged ethernet, nothing.

I use the internet at the University of Chicago on my campus so I have a hard time believing its a problem with their internet, the internet here is usually pretty good, and like I said I am using an ethernet, no wifi.

I went into the bandwidth usage and noticed that while it’s downloading up until it hits 21% it is using about 24mbps, which is decent enough for downloading. But after it gets stuck at 21%, I went back into the usage and noticed that it switches on and off between 0 bits/s (when it goes to queued), and then when it starts installing again for a short period of time it will be at an extremely slow rate like 10Kbit/s (different units entirely). Maybe this is useful information to coming up with a solution. Went and checked my detailed network statistics, and it has an extremely high download speed that says it should be going at 93.4mbps.

So what’s going on? I have been trying to solve this for 6 hours straight and I have class tomorrow, set aside my entire schedule to enjoy this game tonight and I can’t do anything, and I don’t see the problem fixing itself. Any actual ideas or similar problems?
