I don’t like it either, wish I could elaborate further but I simply just do not like the art.

It looks fine. Hopefully, your not the type of person that sees Locke standing above Chief, and think; “ZOMG!! LOCKE IS STANDING ABOVE CHIEF=343I WANT TO KILL CHIEF, AND REPLACE HIM WITH LOCKE!!”
As silly as that sounds, that is indeed how people think. I don’t mind it, though i don’t believe its final. It was marketed as Promotional Art, and not ‘final cover art’. In all seriousness, i think it sends a solid message across. Chief is mirroring Locke’s stance, below him, implying a reflection.
Taking Arbiter’s words into account; “You have to do more, than walk in his footsteps”. In other words, follow through with Chief’s experiences first hand. In short, essentially become the Master Chief. Seems like Chief has some sort of secret, and Locke needs to find it out. Just my own speculation.
If you’re upset about the cover art, be informed that it’s not the final product – it’s preliminary.

Thats how I interpreted it. They are meant to resemble each other.

Yes I believe so
It is just a placeholder so no big deal if you dislike it.
While I do like the current promotion artwork, I do not believe that it was stated anywhere as being the final box art. We don’t usually see what that looks like until a few months before release, not over a year before.

Yeah to be honest it does look a bit too simple to be a Halo cover art, hopefully it’s just promotional cover art.
They’ve released cover art?
I think it’s a placeholder for now. I remember how there was one for Halo 4 for so long of chief just standing there with all this shattered glass around him. For people like me who buy games digitally this stuff doesn’t matter. But Halo 4’s cover art was really good in my opinion, probably my favorite one in the franchise.
It’s probably a place holder till the announcement of the official box art.

That was the cover art they showed for E3 2011. Oddly enough, I have friends with that same exact same cover art on their copy of Halo 4…
It would be changed when it is released but as for me, I like the current design of the box art. It makes me imagine Master Chief and Locke’s face off.
