The guardians aren’t really explained much in the game The only thing I really remember was one of them being able to “police an entire solar system.” What are they? What do they do? Are they weapons?

They were some kind of sentient warships that were able to control entire systems. Remember the Forerunner race led an empire. The Mantle of Responsibility was, as the Chief said, an “imperial peace”. Meaning “Obey or be destroyed.”. The Guardians were made to keep the peace. My question is why they weren’t used in the Forerunner-Flood War to the end.
It’s never really explained, but I would assume since Cortana was rampant when she entered the Domain, she was ‘cured’ of her rampancy in the sense that she wouldn’t die, but she still was going crazy (or, she’s ‘locked’ in whatever insane rampancy-induced mindset she was in when she entered the Domain). Or, simply, absolute power corrupts absolutely and she just went insane from the sheer power she had over the Prometheans and other Forerunner tech. Saw herself as a sort of goddess, her will being set in stone, etc. Or it’s something else yet to be explained.

So maybe it was part of Offensive Bias’ fleet?
