When i go to play to play the halo 5 beta, it says ‘Sorry, the beta starts on the 29th of January’

Yes it is but in pacific time its only 05:51. It goes live at 10 pacific.

No, every time zone is starting up at 9 AM US PST. Which is in 3 and a half hours. It doesn’t change no matter where you are.
