Some month ago we talked about the last cutscene where Chief and Halsey met in the presence of Arbiter, and we had hope that Arbiter and Chief would welcome each other, but nothing, only Halsey said a few word. And that’s still irritate me. But there is also another thing that I miss.
In the game we see the last days of the Covenant Remnant, and with Osiris we also part of the fight, led by Arbiter. Before we go to Sunaion Arbiter say a “speech”, actually
he do that twice, but only the first which would be the right time to say a longer speech.
So before we fly to Sunaion Abiter says: “Today the Covenant will fall! Sanghelios will be free!” And really… that’s all? After many years of battle we only get that…nothing?
If I were the writer than I would write something like this:
Brothers! The time has come to end the Covenant once and for all, here at Sanghelios. After so many battle, after all the lies we believed in, now we going to end it. Jul 'Mdama reached to divide us, and not only our people but the Unggoys, Kig-Yars and Mgalekgolo. He did that by a tale, created by the Prophets. Because of that we killed many innocent Humans and now we have to fight against our nation. When we trusted in the Prophets we brought shame on ourselfs. But today my brothers, the Covenant will fall forever and with it we avange the past! Remember to your family, your friends and those we had lost. Together we make Sanghelios free from such lies!
Now…prepare yourselfs and join me to take down the rest of the Covenant! Today we extinguish the Covenant’s light forever!
Probably that’s what I would except, if 343 wanted to get rid of the Covenant.

Thing is, as nifty as it was to be on Sanghelios for the first time, the whole civil war was just isolated filler and had no bearing on the main story of Cortana rising to power. So it, sadly, doesn’t surprise me that Arby’s speech is just as short and unimpressive as his whole plot. But I do like what you wrote–kudos.

And replaced with what? A campaign of just prometheans would suck. There need to be covenant fire gameplay.
on a similar topic the whole Oni is evil and outer colonies are rebelling is doomed to fail as a human vs human conflict would never work in game.

Then what? The community complains that their favorite enemy is gone, just like they did the Flood. Look, nothing is wrong with not wanting to fight Covenant anymore, but unlike the Flood, removing the Covenant would greatly stifle the enemy, weapon, and vehicle variety. No Covenant means no Covenant weapons or vehicles, so unless the Prometheans get seriously upgraded in terms of their weapon and vehicle variety, the Covenant need to have a presence.

It was supposed to be like that. Not EVERY conflict is going to be galaxy-effecting. It was to show that while humans were doing their thing, and the MC was on Requiem, the Covenant had been fighting amongst themselves.
Heck, 95% of Halo games’ story doesn’t affect 80% of the galaxy. Just isolated battles at Halo rings, the Ark, and Earth.
That’s why I liked the ending to Halo 5; finally, a galactic-wide event that WILL effect every single species in it.
Your interpretation of what the Arbiter should say is summarized pretty nicely in Halo 3. Also, not every major character needs an epic, dramatic and meaningful speech.
