Everyone (including myself) who bought the Limited Edition were granted the ability to level up past SR70 + access to all the specializations. Coincidentally, the Standard Edition buyers who received certain codes from Microsoft/343i were also able to lvl up past 70.
If you aren’t in either of these two groups, then I’m afraid you will be stuck at 70 until (if) they decide to lift the lvl cap.

The max level is 130.
You are stuck at 70 because you do not have the rest of the specializations.
Check your Xbox LIVE messages to see if you got yours or check your e-mail address to see if you got it on your e-mail.
Everyone will be able to reach 130 soon, just when 343 releases the other specialisations.

To be eligible for receiving the specialization code, you must have played Halo 4 on Xbox Live before 20th November, 2012. If you have fulfilled this requirement, then you should have received an email through Windows Live, or a reminder message on your Xbox Live account.
If you didn’t get the email, tough luck… you’ll just have to wait a bit longer for the level cap to be lifted.
