This is possible, although, I don’t think that Bungie is going to be involved in Dev exclusive goodies

Vic Deleon, Kiki Wolfkill, Walshy and some other people have been giving out codes on Twitter. I think they got them from the Halo 4 party at E3.

Codes for the Halo 4 Master Chief avatar item were given out at E3. Some codes have also been given out over Twitter and such as little contest or first-come-first-serve items.
