Your title is very misleading. Is this for Halo 4 or Reach?
Reach won’t be seeing any kinds of updates regarding new vehicle types, weapons, etc. Pretty sure downloadable add-on support is done for the most part but if anything, it will be a Title Update of some sort or a map pack. The latter is much slimmer of a chance.
In terms of being for Halo 4, Most if not all of your suggestions would be for Matchmaking.
The Prophet Chair makes absolutely no sense as it’s just a floating chair. You’re better off using Professor X’s.
I’m sure most of the standard vehicle types will be present in Halo 4 MM but there will most likely be aesthetic changes and additions will most likely be among Forerunner descent.

prophet chair? what for?, give a good reason how the prophet chair is gonna be useful or relevant? im sure if they wanted to have plasma steam or teleportation they would add something new that could produce that.

Teleport would totally be nothing to complain about in MM

It’s just not something you’d see a Spartan use. It seems slow, bulky and the Plasma Beam would be equivalent to a Hammer of Dawn or COD Airstrike and to be honest, that’s a glassing beam from a Phantom. The Chair is just a hover chair.
Not to mention, in Halo Wars, it’s not the same kind of Chair. It’s called a Flight Throne. It’s not really canonical anyway since Prophets would NEVER be on any lines of the battlefield regardless. They’re leaders and planners. Not fighters.
I want a Crossbow. Basically its like the Sniper but its a one shot kill no matter were
you hit them. But it gets affected by gravity and it takes time to travel.
I would like to see the Vulture make an appearance or the Long Sword would be nice.

I want every old vehicle for Forge and Custom Games, including the Shadow and Prophet Chair!

While no one except the employees at 343 Industries can know for sure, I would feel comfortable betting my life savings on the fact that Halo 4 will have at least one new weapon.
