They do that with the forge maps. The market for DLC has proven to make a lot of money so I doubt they will release map packs for free or extra map packs. Although they did release forge island for free.
If they are smart. When the next Halo game, likely late this year or early next year (Most likely not Halo 5). They will make the DLC maps free with the purchase of that game, like what was done in Halo 3: ODST. It would possibly bring back some population, and it will hopefully help the other game sell better.
At least they aren’t forcing you to buy it, like Bungie did with Halo 3. I still consider that to be one of the biggest -Yoink- moves Bungie ever made.

True, but it was awesome how people who paid for the maps could actually play on them…
Don’t get me started with Reach’s MP on pliability on the DLC.

At least it made sure people could actually get what they paid for instead of ripping people off in favor of the people who refused to pay the extra. It wasn’t a -Yoink- move at all…
Gamer A: Hey, Gamer B! Did you know Halo 4 has 3 DLC map packs they’ve shipped since the game launched. That’s a total of 19 multiplayer maps.
Gamber B: Wow! I’ve been holding off on trying Halo 4 because I felt like 10 multiplayer maps was kind of limited. Now that there are a good amount of maps, and now that everyone has them and they are readily available, I think I might actually buy Halo 4 now.
Gamer A: You really should, man. It’s a great game, and it has a healthy population online because there’s so much ongoing support. It’s a good time.
Gamer B: Great! I will go to my local electronics retailer and purchase a copy right now. I will see you tonight on Xbox Live as a result! Oh, yeah, guess I should renew my Xbox Live subscription, too, since I had stopped playing games for a while. Oh, and guess I need a new hard drive, too. Why not!

Free DLC would prolong the appeal of the game, thus increasing demand of the game over time, keeping the sale price and volume up longer.
You have a cool game with expanding content as it ages, you make money off of new game sales. Everyone wins.

They (bungie) wanted to give them away for free but MS said NO!. That was one of the reasons they wanted to break away.
Sure, I won’t mind Microsoft giving everyone the 3 DLC Map Packs once you or Microsoft pays me back the $20 I paid for the Season Pass. This entire problem can be fixed by 343i simply creating a DLC playlist, not by giving away free maps.
Even Halo 3 had some free maps. Cold storage.
Call of duty MW3 had free maps. 2 Face-off maps, and Terminal.
Forza Horizon has like 8 cars that are free.
Atleast Halo 4 gave us Forge Island.
DLC will rarely be free, you’re all lucky that 343 is rad enough to allow the forge island be free.
DLC is for EXTRA content. You’re not being force to be it, and you’re being cheap if you think you just deserve it for free. DLC is made for some extra bucks for a company, and just for extra content. A company that works hard at making all that extra content should never be obligated, especially this disrespectful community. Would you make a business, and hand out free stuff to a bunch of disrespectful kids? No.
I’m pretty sure bungie released that free DLC pack because they might have had some extra money left over from a project or something under that circumstance.
On another note,
I do wish 343 would have an all DLC playlist though, a permentant one.
DLC will never be ‘okay’ to buy. Mass Effect fans learned that the hard way. Free DLC on the other hand, is good when done right. It also improves the longevity of the game.
I would buy maps if 343i could prove to me they could make good maps… so far my favorites are still forge maps.
they should release a classic map pack for free, with all the oldies in it. i.e.
-the pit
-zanzibar
-midship
-lockout (a real one)
-hang em high
-derelict
-wizard
-narrows
-burial grounds
-construct
hell, i would pay for those before i would pay for their OG content DLC
