halo 4 still unable to load campign

its 2015 and I still cant load my campaign every time it still says player missing downloadable content ive done everything I need the patch file so I cant load it on my xbox 360 PLEASE HELP!!!

I can’t load Forerunner, and that’s one of the ones I need for solo Legendary-complete.
