I’m pretty sure this question has been asked dozens of times, but in the prologue who was Catherine speaking with? I’m currently in the process of reading Mortal Dictata and I’ve yet to discover who that person was or speaking on behalf of. Osman wouldn’t need to speak with Catherine and all the other branches of ONI already know everything they need to know. I the UNSC/ ONI want to best soldiers but who was this person. Thank you
It’s never made explicitly clear, but personally I think the most likely one is someone managing the Spartan-IV program. He seems notably interested in how the mental state of the S-II’s affected their success.
Halsey also makes a line bout him wanting to replace chief. Then later on, after chief has met up with the S-IV’s, cortana goes on about how “they replaced you!”.
