Let me let you in on a little secret on how GTA and those other games got away with doing that.
Those games was in development for both Xbox 360 and Xbox One, so they can get away with letting people upgrade from Xbox 360 to Xbox One, because on Xbox One’s release, they had the Xbox One version of said game ready to be released.
Halo 4 on the other hand was designed and built around the Xbox 360, and 343i is currently focused on Spartan Assault and Halo Xbox One, and not working on porting Halo 4 to the Xbox One.
Now if they did have Halo 4 for the Xbox One in the works, I really don’t think they’d let you upgrade from Xbox 360 to Xbox One for $10.

I know, but they could possibly do make a ‘second disk’ for spartan assault when it comes out on the Xbox One, kind of like ODST.
What would be the point of this though? I can’t think of many people who would play Halo 4 on the Xbox One, let alone pay for it. If you wanted to play multiplayer, there would be… What… Maybe 5000 people on at once? Max?
It would most likely be a money loss for 343i as well. The amount of time and resources being put into this Halo 4 port wouldn’t be close to worthwhile, especially with Halo 5 coming out in less than a year.

I kind of doubt it would make sense since at moment I don’t think Halo 4 would be profitable on the Xbox One because of 2 reasons:
Xbox launch is recent so most fans can’t afford next gen straight away
Most people hated Halo 4, I highly doubt they want to rebuy Halo 4.
It’s different for Spartan Assault since a lot of the fan-base didn’t have the option to play SA so for most people it would be new to them plus 343i want to focus more on getting Halo 5 or w/e it’s going to be called, not rush it like they did with Halo 4. Also if I remember correctly 343i didn’t make SA since it was mostly made by Vanguard Entertainment, anyway 343i really should be focusing on getting an AAA Halo game there than porting the messy Halo 4 but if they were going to port any old Halo game I’d pick Halo 1/2/3 but I doubt that would happen since 343i don’t have the time.
