If they made it, and released it this coming November, would you buy it? I read Franky say a long time ago that he likes how CoD drops a new game every year.

No i would not buy it. I do not like halo 4 why would I give a company more money for doing something I dont like.
Microsoft loves money but I have doubts that 343i would make another full Halo game in 2013, however I could see a H4 ODST like game where we get some campaign stuff and then a H4 war games disc. Honestly I hope we dont see any new Halo games until H5 in 2014. I would buy a 2013 Halo game though if it was a supplement to Halo 4.
They should make Halo 2: 9th Anniversary, since it’s only Halo game that isn’t completely compatible with 360 and there will be Halo 5 in 2014 (when next xbox will come out).
Nice Vista port with hd graphics and some effects from modern Halo games (motion blur, ssao, light rays, whatever is necessary for making this game at least as good looking as Halo 3) + full mp XBL support (or at least Halo 2 Map Pack for Halo 4).
I’m 90% sure they included SpOps so they didn’t have to make another game to fill the gap between games/books, even if it meant less money, but then again I could be wrong (which might be the case).
Spartan Op’s and DLC will probably be the only new material released this year. I very much doubt 343 are upto making a AAA or even AA title at the moment and their sole focus will really be on perfecting their maiden voyage into the gaming world. (excluding CEA if that counts!)
To answer the question: NO
The release of H4 has been a serious disappointment for me. Not so much because of superficial aspects 343 have added such as JIP, Loadouts, Boltshot etc.
But
Because:
- The MM lags so bad it is unplayable - i have been ripped off.
- The game is a step back in terms of features
- Repetitive map rotation.
Those are just 3 of the top of my head.
Why i wont be purchasing further material from 343.

I have not forgot what they did with DLC on Reach - removed it. Ripped off.

I believe they have intentionally limited map variants and forge to ‘coerce’ people to purchase DLC- AKA- half a game for full price - Ripped off.

I cant even play matchmaking because of severe connection quality issues (i have tested my internet and it is very good quality) - ripped off.

The whole leaving Europe out of receiving specializations whilst the rest of the world get them. - Ripped off.
As you can see; 343 are currently conducting very bad business practices and are basically acting like a bunch of ‘cowboys’.
They will receive no more money from me.
Even if the above issues are rectified i still feel i can not trust them.
Why no public Beta?
I will admit - if anyone wished to check my past posts around release date i loved H4 and defended 343 vehemently. Then i soon realised that the game had very limited playlists,maps,features (forge severely limited,custom games etc). Most importantly The game lags so bad!!!

This makes me wonder if they’ll release a Spartan Ops collection disc that can be played offline. Mmm… that would be quite a cheap shot by -Yoink!-, lol.
I’d love to see another ODST or even a direct sequel to the 1st one. Would definitely pick it up if it was ever released. Having every other game as well, the OCD completionist in me would have to get it 
Maybe they will do a SOps collection and include some extra crap or something like that.
Halo 4 ODST is a must.
