Remember in Halo CE, when every weapon had multiple uses? For gods sake, the Shotgun could kill cross map!
With every successive Halo game, the utility of guns has become more and more one sided. Que to Halo 3, where the BR was a nessecity to win in all games, especially BTB.
Now in Halo Reach, the sandbox gameplay is all but gone, and Anniversary seals the deal, the Pistol is the only weapon that can get quick kills.
Its getting old, one gun gameplay gets boring fast. Halo 4 needs to make every weapon Overpowered so that real sandbox gameplay can return to the franchise!
… The Shotgun could not kill across the map. Calling you out on that one. It had more range, yes, but not cross-map range.
And in Halo CE, the Magnum was the one-gun. The AR, Plasma Rifle, Plasma Pistol, and Needler were all pretty much useless by comparison. And the power weapons (Rockets, Sniper, and Shotgun), were the only other weapons worth picking up.
Halo Reach actually offers the most sandbox’y’ game so far. In that unless I’m playing against actually GOOD players, I can get away with any gun I want. Halo CE, and 2 specifically were too Utility dependant. Halo 3 and Reach have a nice balance based on skill, vs Halo CE and 2 where you HAD to use the Magnum or BR, even against mediocre players, because they left so ridiculously much more room for error against other non-power weapons.
Now, I agree that all weapons need to be more powerful, by which I mean Halo 2’s BR (-glitches), Halo CE’s Shotgun, Halo CE’s Plasma Rifle, Reach Beta Plasma Pistol, Reach Beta Magnum, Halo 2’s Carbine etc.
Every weapon had a pinnacle of power that wasn’t ridiculous (reach beta magnum, instead of CE magnum). It’s finding the best fitting version of each weapon that should be the first step. Then modifying each one to feel new and different.
You’re right, Simon. Weapons meant to be spawned with have become increasingly sufficient to the point where other weapons are actually getting hate from parts of the community. Automatic weapons are now called ‘skill-less’ and so on.
The ‘utility’, for lack of better words is only meant to be an appetizer for the meal. Lately it’s mutated into a three course dinner, packed into a tasteless pill. At least the CE magnum had some class.
And Legend, Halo 3 has the best sandbox IMO. Proper balance, dual-wielding and characterful weapons make it a more Halo-like experience. Canonically and literally, Reach was a step back.

You must not remember plasma stun, and the Needler had scary tracking.
The only real useless gun was the AR. Remove the AR, add in the Grenade Launcher, Spartan Laser, Plasma Launcher, and Brute Shot, and we’d have such a beautiful sandbox. Maybe reskin some of the weapons, something like a new rifle that functions exactly like the pistol did, or a Forerunner Plasma Launcher.

In fact, it’s exactly the other way around. Needler was a near useless weapon, but the AR was a devastating weapon at short range, very capable of beating a pistol user.
If you buff the weapons you need to lower aim-assist. Halo CE had the least aim-assist so thats why all the weapons were pretty op. Also strafing was more effective as well. The Halo CE pistol was good but very few people knew how counter it with strafing so thats why everyone said it was op.
