I think that Halo 4 needs to get right what Reach didn’t, which is borrowing ideas, which took the game into a new direction (Bloom/AAs/Loadouts).
Since the Halo multiplayer has (b4 Reach) always been about equality, I think that leaving loadouts (classes) from Halo 4 out completely the gameplay can evolve without taking the game into a new direction.
Weapon Attachments (Offensive) for human weapons will be the following: Grenade Launcher, Shotgun and Blinding Bullets.
They will be in human weapons across the map, and that will promote map movent and add a new element to the gameplay (carrying 3 weapons). The weapon attachment will be activated with the D-pad.
Grenade Launcher: The GL will be like it is in Reach, with 2 grenades max (2 kills if you’re good). While GL mode the player won’t be able to melee. RT activates the auto fire and B (Melee Button) activates the manual mode, so the detonation will be by pressing the RT.
Shotgun: The underbarrel shotty will have the same strenght as the Halo 4 mauler and will have 4 bullets (2 kills if you’re good). While shotty mode you won’t be able to melee (cheap if used with melee). Instead to perform a fast CQC kill you’ll need to shoot, go back to normal weapon and then melee (RT + D-pad + Melee), bringing back that BXB feel.
Blinding Bullets: This will be a mag with special bullets that bring that Halo CE AR/Pistol blinding effect to the screen.
No aditional damage will be added to the bullets. The weapons that have this attachment will be recognised because the mag is outside the gun.
Weapon Attachments for covenenant weapons will be the counterparts of the human weapons.
Concussion Launcher: The CL will be like it is in Reach too, with 4 bullets max (2 kills if you’re good). No melee attacks while attachment mode.
Energy Blade: This will have a extended lunge like a energy sword, but will the same strenght as the shotty. Every lunge takes 25 of energy, so 2 kills max and 4 if used the button combo.
Freezing Plasma: This will be the same as the freezing effect that the plasma rifle of CE had. 2 kills max with one battery.
Now my ideas on equipment (defensive), these will be avtivated with the button used for AAs in Reach:
Personal Bubble Shield: Just like in the Halo 3 TV ad. When activated it saves you from death for 5 seconds, but enemies can go inside the shield and finnish you. 2 shields that show on your armor will be the max amount you can have.
Jackal Energy Shield: The shield is weak against explosives and plasma. The screen of the player turn of the color of the shield. Once the shield is activated it cannot be turned off. The shield has a second life when destroyed.
Regenerators/Health Packs: Depending on the health system, you’ll be able to heal teammates or yourself. Only 2 of them can be carries at once.
Now on the classic power ups (Offensive/Defensive):
Active Camoflage: Just like the classic CE/2.
Overshield: Just like in CE/2.
