Drone Minor has a post over on 343 forums with the conditions. There doesn’t seem to be a realistic limit, seeing as the “dollar general bonus” has no weekly cap.

Well in most people eyes it’s all about leveling up and buying a small boost for that is a simple pay to win.

Just buy a bunch of Mt. Dew and Doritos and have a party you win in two ways that way.
