Are you planning to buy the pass despite the wait for the DLCs to be released?
And do you think 15% is a reasonable discount on the first three DLC map packs?

I bought the Limit Edition version that has the map pack already included, but if i hadn’t then no i wouldn’t buy the season pass.
I’ve bought season passes for other games & i feel that i’ve not got VFM even with the added bonus of a discount, i’ve decided i’d rather have a choice on whether i think DLC is worth getting, even if i have to pay the going rate for it.
I feel that if it’s new stuff then that’s fine, but i’m not keen on so called classic maps coming back with just an added lick of paint.

I see no rational reason to spend the money until they’re available, though some people will do it just to get access to a couple of helmets no one will recognize.
My real concern about the map pass, and the map packs in general is how 343i will incorporate them into the playlists. In Reach they had a DLC playlist you could use to play those maps, but then 343i got rid of that playlist and you just had to hope everyone in the game had them so they’d come up for voting, which almost never happened, especially in BTB. A lot of people were pretty upset that they’d bought the map packs and then shortly thereafter had no way to play them reliably.
If I spend $25 on a map pass I expect to be able to play those maps on a regular basis.
