This might seem like a stupid question, but i have downloaded the Halo 4 Map packs DLC (Castle, Majestic, and Crimson). I have them installed to my Xbox and I can play them all in my custom games. However, I have yet to play any of the maps within any of the map packs in an online matchmaking match, as they are NEVER available within the playlists that come up.

How do I play any of these maps in online matchmaking?

Sadly DLC playlists have been taken down, due to the low population counts they have been receiving. The only way to ever see them online is if EVERYONE in that particular lobby has the DLC purchased, which obviously is very low in terms of chance.

What I suggest is that you get a full lobby with DLC and head to matchmaking, that way it increases your chances.

All 4 forge canvas maps are free. 3 are shipped with the game and Forge Island is available from the XBL live marketplace.
