Hayabusa was only in Halo 3 because of a deal struck between Bungie and the makers of Ninja Gaiden.
Those guys got a Spartan to play as in Dead or Alive and we got Hayabusa. So it’s not as simple as just adding it to the game, 343 would need to contract a designer to create a new version, get permission from the creators of Hayabusa which would probably end up costing them and then find some way to put it in the game post-launch.
It was an ugly looking armor anyway.
