I have looked through some previous posts but could not find an adequate answer.
Will 343i make the content included with the Game of the Year Edition available by itself, or will I have to purchase the entire game at $40?

They have hinted at making it available through “other” means. What that is, we dont know yet. How long til that happens, another unknown.

Pretty much what he said, however, i doubt they’ll release it anytime soon. I wouldn’t be surprised if its release early next year.
