Correct, but look at the helmet, unarmored arms, color and the shape on its back. Those all match the red Halo 4 in the GI.
Looks to be the next evolution of the Spec-Ops armor.

His arms are grey, not the diseased tan-ish color that appears in the GI.

No, there are two different Elite in the GI. A Red one with closed helmet, and its arms are covered with its grey undersuit. Your thinking of the blue one.
