Is any game mode play lists that have dlc map in ther cycle
They are in there, but everyone in the lobby needs to have the maps in order for them to show up as options. So if you want to see the maps, gather a full party of people that own the maps.
where i live u can buy a copy of halo 4 tenth hand for £2.00 right, any one who buys it now will not spend about £18.00 on the map packs

It’s about time 343 makes the DLCs free so that the maps will pop up in matchmaking. Most of the maps are actually really fun and well planned.
