According to canon, Spartans are in the Navy. Bungie screwed the ranking (officers) and rating (enlisted) system up too, but mixing up enlisted and officer rank/rates is not necessary.
In order of Navy rank (officers) from lowest rank to highest rank:

Privates, Corporals, Majors, Generals, etc are found in the Marine Corps and other branches of the military service.
Officers are college graduates. Officers lead and enlisted are led. Enlisted salute officers. Enlisted don’t salute other enlisted. Chief Petty Officers are enlisted, but due to their seniority are the middle managers within a unit while still taking orders from officers. The “Master Chief” we all know from Halo was a senior enlisted.
