Halo 4 campaign cooperative limited?

I see a lot of discussion about spartan ops and online halo 4 co-op, but is halo 4 campaign cooperative still limited to 2 players offline?

I believe it is limited to 2 players per Xbox. So you’ll need system linked to play 4 players off-line.

I know it might seem an obvious question, but I haven’t actually seen anything written about it yet, just spartan ops, multiplayer and single player campaign. Thanks.
