Okay, I don’t want to come off as one of the little kids asking for recon, but I’ve been told all I need in the mythic map pack, or I have to have ODST also and do all of the vid master challenges. I am begging for somebody to just tell me how to do it. I’ve also heard that 343 gave it out, but I don’t have it. All I need is a definite answer. ~StormSurge

Man i wish i could get recon my friend has it.
Unfortunately, the Recon armour in Halo 3 is no longer available to unlock. Players had a period of almost 3 years to unlock the armour, as it was available from September 22 2009 (when Halo 3: ODSTwas released with the Mythic disc) to April 1 2012 (when the franchise was transferred to 343). It was originally unlocked via a button on bungie.net when you completed the Vidmaster challenge.
When the Halo franchise transferred from Bungie to 343, the Vidmaster challenge didn’t and the means to unlock it was removed from bungie.net. To make up for this, 343 periodically unlocked the armour over the following year. 343 stopped unlocking Recon armour in September 2013 (as stated by bs angel via Twitter). The tech used to unlock the Recon armour no longer exists, and this is why it is no longer available.
