In my original 360,I got a random helmet.That helmet was recon.It was my favourite ever since.But I noticed that no one had it,I cehcked how to get recon.They said that you had to complete the vid master ODST acheivements.I never did that(you can check my account)and I aant to know why I got it?
I think Bungie gave it away when they gave the franchise to 343 since it would be impossible to redeem the armour off of Bnet because they discontinued the site back then.

343 gave it away in 2 or 3 waves of unlocks a few years back. The last unlock I think was back in 2011

I never noticed the 3 wave thing probably because I got my recon via the vidmasters. Ah good times…
