Look I heard they were going to give it to everyone, and it seams that im the only one who dose not have it, I see so many noobs wearing it that just got halo 3 and i’ve have it for a year, now I love this game but I feel like everyone should have it! Bungie is gone, why not give it to us to remember them by?
Recon armor requires you to unlock all Halo 3 and ODST Vidmaster achievements.
Please don’t create two threads of the exact same thing, it’s against forum rules 
they already gave it away to everyone a long time ago. if you dont have it now you will never get it.

That doesn’t work anymore, and hasn’t since March 31st 2012 when Bungie handed over Halo to 343.
To answer the OP’s question (like I have so many other people who asked this same question), Recon armour is no longer available in Halo 3, BS Angel confirmed this a few months ago on Twitter. If you don’t have it now, you wont be getting it at all.
