I Bought Halo 3 ODST a few weeks ago for Xbox One. I own MCC and figured I beat Halo 3 ODST one more time to beat the MCC games (CE, H2, H3, H3 ODST and H4)completion on Legendary Solo.
I played through Halo 3 ODST on Normal and unlocked achievements as I went. I beat the game and the first oddity was that it said one mission (I think it was Data Hive) had not been played through. So I replayed that mission and then the Normal completion achievement unlocked.
Next I beat the game on Legendary and expected both the Legendary (Mean Streets of New Mombasa) and Heroic achievements would both have unlocked. Nothing happened. Other achievements that I got along the way unlocked, but not the Legendary and Heroic ones. According to the Waypoint stats for my gamer tag, I have completed all 8 or the required missions. The same is reported for the Halo MCC Achievements and it shows the “Mean Streets of New Mombasa” achievement has reached 100% completion, but no achievement is popping. When I am at the Mission select menus, each of the “Choose Missions” shows I have beaten each of them (from “Prepare to Drop” to “Epilogue” on Legendary).
I have since this replayed each and every story mission on Legendary and Heroic, making sure I restarted each individual mission from the Start and with no or some of the Cosmetic skulls on. Still nothing.
So what am I supposed to do now 343?

Thanks. I reported the achievements that will not unlock at the Link you listed. Its really odd the way this happening. I am getting some achievements unlocking and others that refuse too no matter what I do.
For example, in my effort to get the H3 ODST Legendary achievement to pop, I managed to get the ““Can’t Get Enough” achievement (Complete 300 missions or multiplayer games)” by completing my 300th MCC mission.
