Is the game supposed to be a maze? I completed all of the main missions and it won’t let me go to data hive. Is it supposed to just stay like this? Did I finish the game?
Sounds like you’ve completed all the flashback missions where you play as the other ODSTs. It also sounds like you are not able to get Rookie to the part of the city which starts up the Data Hive mission. Please correct me if any of that is incorrect.
The game isn’t over. You have to find a path to the door using the map that’s included as part of your VISR intel. If you still can’t access that area, check and make sure there are no other points of interest on your map. Those are the two things that come to mind.

To do the Data Hive Mission, all prior missions need to be completed in the same campaign run. After finding the final piece of the flashback sequences, it locks you in the area for the Data Hive mission.

Sounds like you’ve actually completed the game but may have got stuck after the campaign! Don’t really know how to get out of that because you’ve basically finished it man!
