Make it free in all playlist even in rank.I have gold but I cant find games in half the playlist.Open it up 2 silver it would bring in a lot of players and maybe it would bring some players back 2 Halo.

That’s unlikely even it were to occur. Halo 3 (despite it having old netcode but still being a fun game) is just that: Old. Opening up to Sliver members won’t improve the population because there are other, new games such as Reach, BF3, MW3 (when it comes out) as well as many other titles launching in November.
Sorry to say OP, but Halo 3 has run it’s course. People still play it but a population boost isn’t necessary.

It is though, because I can never find players on SWAT because there aren’t any.

I am not much of fan of Swat but you make a good point but it’s simply not going to do any good. You how it is with new triple A titles, tend to forget what came first sometimes. Not that i’d forge Halo 3, no never but a population boost would serve Reach better due to it being the game 343 is focused on.
It’s safe to say support for Halo 3 has ended ;/
