It’s definitely difficult to rank the missions in Halo 3. However, like my post in the Halo CE thread, S is highest and F is lowest and the average is placed between Tier B D and C.

Tier B: Sierra 117
Tier B-: Tsavo Highway, Floodgate
Tier C+: The Ark, The Covenant
Tier C: Crow’s Nest, Halo
Tier C-: The Storm, Cortana

The main reason why I ranked Sierra 117 so high is due to the jungle feeling with a lot of open areas and an appropriate balance between combat in long and short range.

Cortana goes in the E tier since it’s a very poorly constructed level. Very confusing layout that twists and turns back in on itself. The gameplay interruptions of Halo 3 (the ones where Cortana and Gravemind slow you down and talk to you) are quite annoying, and most frequent in this level. Halo 3 waits a little too long to reunite you with your A.I. companion, and the end of High Charity ends up feeling pretty anti-climactic.

Floodgate gets placed in the D tier for being the level that you just went through, but backwards. It’s a short level that to me feels a little unnecessary. Given the amount of plot points in Halo 3, I feel like more focus could have been given to other issues. The only reason it doesn’t go in the E tier is for the cinematic at the end of the level, with everyone arguing about the next course of action.

For the C tier I put Crow’s Nest and Halo. Both feel very middling for me. Crow’s Nest is just a mixture of different objectives, and it’s fun and all but nothing important really happens. By the time you revisit the main room for the third time, it also starts to feel like Bungie didn’t want to design a full level. Halo I’m putting in the middle tier mainly because my buddy Johnson dies. This is to me, the worst moment in the Halo story. It’s pointless, the death doesn’t carry a lot of weight at the time, it just didn’t need to happen. The half-handed boss battle also doesn’t help, and what looks like a barely finished Warthog run at the end doesn’t carry the same intensity that the Maw’s run did.

Sierra 117 and Tsavo Highway are better missions, with more unique objectives and important points in the story. 117 serves as a great opening for the campaign, getting to work alongside two of the more prominent characters right off the bat. It also does a great job of showing just what the Brutes are capable of. Tsavo Highway is a good reintroduction to vehicle gameplay, and works as nice setup for the following level.

The Storm and The Ark are both fantastic examples of what kind of mixed gameplay I expect from an average Halo mission. For awhile you’re in a vehicle, but then for another segment you’re on foot, then back in a vehicle, it’s awesome. Not to mention the Scarab fights we get in these levels, which offer a thrill unlike any other as far as the franchise goes.

The Covenant is one of my favorite levels, and to me feels more like a true finale to the original trilogy. We’ve got everything from coming in hot, infiltrating forerunner buildings, objectives swiftly changing, air combat, and my goodness even two Scarabs. And of course lets not forget one of the coolest moments in the whole trilogy, teaming up with the Flood. That was not something I was expecting, and although it was brief, it was super cool.

S Tier:
Covenant, The Ark, Halo - As you can see, Like massive vehicle battles and also Warthog runs. The way you can interact with the friendly ai in these levels is legendary. The covenant had everything you could want in a halo game.
A Teir:
The Storm - The introduction of the scarab fight was legendary
B Tier:
Sierra 117, Tsavo Highway - Tsavo Highway would be higher but it can get -Yoink- when you have to fight 3 wraiths at once and all the choppers and -Yoink-.
C Tier:
Crows nest, Floodgate- Kinda meh and repetitive level design.
D Tier:
Cortana - I think this one speaks for itself.
