So I saw recently that 343 is going so soon allow us to move our old Legacy Halo Games Types and Maps into MCC using the File Share.
Ignoring the issues such as Reach only allowing you to have 6 items in the File Share, this is GREAT. Love the idea.

However, I want to get my Film Clips from Halo 3. Now I don’t mind how I get them, be it transferred to Xbox One, or be it viewed on a computer or phone.

As far as I can tell, there is no way to do this. Does anybody have a solution? Because I really want those old Clips and Videos and my file share is stocked and ready to go.

As of right now they don’t have any actual plans for it. As they’ve said that they can’t get it to work but they’d allowed screenshots to be viewed and downloaded through Halo Waypoint. While they can’t do it now I’d like to think they’d try it again in the future. The only way that I could see them doing it is how they’re going to handle the screenshots.

tl;dr: They can’t do anything right now and there’s no way to bring it over to MCC or viewable online.
