How are these still missing after several months?

This might seem like a small matter in the grand scheme of things, but all of these little things that are either missing or not functioning as intended add up. And it leads to player frustration or annoyance. And one can simply not help coming to the conclusion that they - 343- simply do not care. Take for example a similar situation to your topic which occurs in Reach. The game is fast approaching 3 years in the collection, and still the announcer does not shout Perfection at the end of a Slayer game. Nor does it pop up on screen when you achieve one.
The intelligent players (like yourself OP) realize this. The intelligent players know that this game is far from being on par with the originals. The intelligent players know that fixing what’s broken, and reinstating everything that is missing, is more important than adding a way to top up 343’s coffers (cough micro-transactions cough). It’s a real shame.

100% agree the most important thing, even more important than cool new features and obviously more important than MTX, is fixing all the bugs.
