Halo 2 Vista times out when looking for matches, and from what I’ve read on various forums this has been going on for a few weeks. Is there any news on when it will be back up? I tweeted Xbox Support about this and they told me to ask here.
Just to clarify, I’m asking about the Games for Windows Live version of Halo 2, not the original Xbox version or Halo 2 Anniversary.

No, they were up as recently as September 2015. And every other time the servers have gone down before, 343 or Microsoft acknowledged the problem and brought them back up.
You can’t host your own servers or anything like that. The whole problem is that the master server list is down, so it’s not possible to play online multiplayer.

I’m aware, but I want to get the last of the achievements for Halo 2 Vista.

I understand what you’re trying to say, but in some important aspects its not even close. Halo 2 Vista has KB+M, mod support, and costs quite a bit less than throwing money away on a console where I personally actually enjoy 2, maybe 3 console exclusive franchises (Halo included), alongside paying for gold. Secondly, the whole issue is that 343/Microsoft never actually announced that the master server was shutting down, it just suddenly went offline and hasn’t come back on.

It was actually announced in a blog post that the servers would be shutting down, this was back in 2013 or 2014. They did leave them open after the intended closure date but arguably did give notice that they would go offline. Looks like they got quite an extension before finally going offline for good.
