Half of the time I find a terminal in Halo 2 Anniversary, when I hold X it switched to the Halo Channel app, loads for a few seconds, then makes that noise and switches back. No video ever happens.
The same thing happened for me on Gravemind. Some black box kept flashing in and out in the middle of the screen when it went to Halo Channel.
what I noticed works for me if this might help you. When i find a terminal for the first time I go and activate it and it will load Halo channel obviously. But mine always fails to load so i menu out of halo channel get back on halo and activate the terminal one last time and it will work the second time. If your having an entirely different issue sorry I can’t help :\

You all need to listen to the advice of Saurika here. I ran into the same problems earlier and what they suggest here helps out. The last Terminal in Halo 2 Anniversary on The Great Journey might take several times to view it doing this.
