I finished the game on legendary but didnt get the acheivment for it is it just me or is it bugged icould use some help thanks

According to your service record, you have not finished Outskirts on Legendary, or any difficulty for that matter. Try redoing it and don’t use any skulls. Good luck, it’s an easier mission anyway.
