It is exclusively in the gold pack REQ pool.

No, this is why RNG-based systems are a crap design. A level 5 who buys his first gold pack could get lucky and get the H2 BR, while you could be level 129 (like me) and still not have it. The unbalanced RNG distribution completely ignores any form of merit, instead rewarding pure luck.
No sure fire way unfortunately. It is random.
