and yes, i think challenges were confirmed not too long ago
They were spotted in the menu of the forge demo at RTX. So most likely they are in.
I really hope challenges are back in Halo 4. They often give me that little extra incentive that gets me to fire up the game on days when I would otherwise play something else.
