I saw people with skins on there DMRs and Battle Rifles. How do I obtain one?

You should have preorder the game and get the LE game

Certain skins are unlocked with a preorder, and others are unlocked through a specialization.

The Arctic BR skin was a preorder bonus from Gamestop. You can get any of the other weapon skins by completing specializations, which you can only unlock after level 50
